Operation Directions for Circulation of the Computerized Surveying and Mapping Results of National Land Surveying and Mapping Center, Ministry of the Interior

1.In the purpose of promoting the spreading and resource sharing of computerized surveying and mapping results, the following outlines are thereby prepared by National Land Surveying and Mapping Center, Ministry of the Interior ("the NLSC").
2.The application, supply, authorized purpose of use, browsing and the relevant affairs for computerized surveying and mapping results from the NLSC shall be governed by these points. Any matter which is not prescribed herein shall be subject to other laws and regulations.
The application in the preceding paragraph includes the first application and application for update. The authorized purpose of use includes value-added, non value-added uses and open data.
The application for update in the preceding paragraph refers to the second (inclusive) or subsequent application for data update of the same item in the same space.
The value-added use in Paragraph 2 refers to the use of a final product or derived product which is produced by modifying or editing the computerized surveying and mapping results for the purpose of making profit with the donation with consideration or transaction of such product subject to the imposition of tax and achieving the purpose of value-added use such as public communication or issuing. Open Data means data that provided in an open format, free of charge, without limiting the purpose of use.

3.Please see Table 1 for types of computerized surveying and mapping results discussed herein.
4.The contents of the computerized surveying and mapping results supplied are shown in Table 2.
Where electronic data files are supplied, the metadata shall be also attached.
5.The permitted applicants and methods of application for computerized surveying and mapping results are shown in Table 3.
The application forms set forth in the Table in the preceding paragraph are set out in Tables 4 to 14; the control consent form is set out in Attachment 1; the online application procedure is set out in Attachment 2; the value-added use consent form of is set out in Attachment 3; declaration form for fees reduction is set out in Attachment 4.
6.In provision of soft copies, methods of network transmission or storage media shall be selected based on the amount of data being requested.
The applicant shall choose to collect at service desk or receive via mails for said storage media and applied image files.
When giving the surveying and mapping results that are restricted from making available to the public, it must be encrypted, marked with confidential classification and assigned numbers, and is only limited to deliver at counter by media files. When said item is being collected, documents proving that the NLSC has agreed with the provision and ID certificate of the keeper shall be verified.
7.The applicant shall be notified for rectification within 15 days from the receipt of said notification if any of the following conditions is found:
(1)The applicant fails to comply with regulations in Point 5.
(2)The application documents fail to comply with procedure, deficient in content, or fail to be intact.
(3)Required fee is not paid.
8.In the process of application for computerized surveying and mapping results discussed herein, rejection can be made within 30 days from the receipt of application; said period can be extended if necessary, whereas the extension period shall not exceed 15 days.
Rejection can be made if any of the following conditions is found in said application:
(1)Item applied for provision does not comply with regulations in Point 4.
(2)The purpose of application does not comply with relevant laws.
(3)Rectification is not made or insufficiently made within the required period.
The application for using the surveying and mapping results that are restricted from making available to the public must receive approval from the approved unit of the original confidential level.
9.The application for the use of computerized surveying and mapping results shall be governed by the Fee-charging Standards for Land Surveying and Mapping Achievements Data.
The payment may be made by paying in person, via web ATM or by paying at financial institutions.
Where a non value-added application is changed to value-added application, the applicant shall make additional payment for the difference.
Where the whole set of map may be divided into twice applications, the fees paid for each application is the half of total price.
10.Where an applicant applies for use of computerized surveying and mapping results, the applicant shall sign the important notes of use of data according to the methods listed below:
(1)An applicant shall agree to abide by the important notes for use of data by signing the application for none value-added use. The confirmation of online application shall be deemed as the completion of signing.
(2)In the case of application for value-added use, the applicant shall sign the value-added use consent form.
