1. Introduction

Since the Ministry of the Interior completed the construction of 1:1000 scale topographic maps for urban planning areas from 1998 to 2013, the lack of continuous funding for map data update projects has resulted in most map data not being maintained or updated in a timely manner, rendering them unable to reflect the current physical and geographical conditions. However, the development of smart cities urgently requires spatial information that matches the current situation to facilitate various planning efforts by the government or industry development. Nowadays, spatial information is not only presented in two-dimensional maps but also increasingly in three-dimensional maps. To achieve the goal of sustainable development for smart cities, it is urgent and necessary to establish common and high-quality multi-dimensional spatial information.

On November 11, 2022, the Executive Yuan approved the "Multi-Dimensional Geospatial Mapping Program (2023-2027)". The National Land Surveying and Mapping Center will establish multi-dimensional spatial data for the nation from 2023 to 2027. This includes 163,200 hectares each of 1:1,000 scale topographic maps and 3D mesh models, 16,320 hectares of LOD2 building models, and 800 LOD3 building models.

The multi-dimensional spatial data produced by this program can provide current status information for various government agencies in promoting urban planning, land readjustment, public pipelines, disaster prevention and relief, civil engineering, water conservancy, and transportation. It serves as essential data for comprehensive spatial analysis, public facility planning, and land revitalization simulations. This initiative aims to enhance the utilization efficiency of integrated cross-domain map data and achieve diverse objectives.

 

2. Currently Progress

This program is based on the recommendations from the Department of Land Administration, the National Land Surveying and Mapping Center, the Urban and Rural Development Branch, National Land Management Agency, Ministry of the Interior, and various county and city governments. The annual implementation areas as outlined in Table 1 and Figure 1. The strategy of this mapping program is "aerial photography and control survey in the first year, mapping and modeling in the second year" to execute surveying and mapping work annually. Details of the achievements per year are outlined in Table 2.

(1) Year 2023 to 2024

The mapping districts include 14 cities and counties, covering 51 urban planning areas. In 2023, 28,970 hectares of aerial photography and control surveys were completed. Additionally, in cooperation with the Urban and Rural Development Branch National Land Management Agency, Ministry of the Interior, 5,386 hectares of densified control surveys and existing urban planning stake joint surveys were completed. In 2024, the mapping and modeling work related to the "2023 aerial photography area" is planned, including 28,970 hectares each of 1:1,000 scale topographic maps and Mesh models, 3,197 hectares of LOD2 building models, and 182 LOD3 building models.

(2) Year 2024 to 2025

The mapping districts include 15 cities and counties, covering 45 regions. In 2024, it is planned to carry out 43,410 hectares of aerial photography, control surveys, 422 hectares of densified control surveys, existing urban planning stake joint surveys, and 2,171 hectares of 1:1,000 scale topographic maps and Mesh model surveying and mapping work. In 2025, the surveying and mapping work for the "2024 aerial photography area" will continue, including 41,239 hectares of 1:1,000 scale topographic maps and Mesh models, 4,398 hectares of LOD2 building models, and 220 LOD3 building models.
