Background

In order to improve administrative efficiency of governments and advice policy makers to take right measures, the Executive Yuan leads a plan to establish an integrated National Geographic Information Systems (NGIS). The main goal of the plan is to help public and private sectors develop GIS industry andupgrade competitiveness.

Ministry of Interior (MOI) is one of the partners of the plan. It conducts the construction of 1:1000-scale digital topographic maps. The large scale maps are the core data of national land information. They provide greatly detailed materials and accurate features for urban planning, public utility, hazard relief, civil construction, water conservation as well as public transportation etc. However, to produce whole nation wide 1:1000-scale digital topographic maps can not be achieved in few years. Besides, the government has no other substitute to satisfy the need of GIS constructors at present. Therefore, National Land Surveying and Mapping Center (NLSC), a branch of MOI, was assigned to create a new kind of maps called Taiwan Electronic Maps (Taiwan e-Map) that can meet most needs of public.

Since the project of Taiwan e-Mapwas launched in 2007, It has accomplished whole data in 2011. Now, NLSC have whole nationwide "Taiwan Electronic Maps" to serve public, and we will keep updating the Map data in the future.

Objectives

This Project combined basic geographic information of basic topographic maps, 1:1000-scale digital topographic maps, the database of geocoding, land use data, digital road atlas, and aerial photographs to establish the database of Taiwan e-Map. on a limited budget and duration.NLSC implements this project with several objectives as following explanations:

  • To support the infrastructure of NGIS.
  • To accelerate the building of base maps.
  • To facilitate the circulation of GIS data.
  • To reduce the cost of value-added applications.
  • To prevent the duplication of public and private sectors.
  • To meet most needs of public.

Schedule

Short-Term (2007)

  • Selected Tainan City and Tainan County as pilot test area for the task of outsourcing and quality checking of Taiwan Electronic Map.
  • Studied and formulated the procedure of building Taiwan Electronic Map database and result checking

Mid-Term (From 2008 to 2011)

  • Conducted the task of database building and quality checking of Taiwan Area Taiwan Electronic Map, including Kinmen and Matzu Area.
  • Developed the Taiwan Electronic Map value-added application and management platform.
  • Studied and formulated the regulations of circulation and supply of Taiwan Electronic Map.

Long-Term (After 2012)

  • Update data year by year throughout areas according to the variations (large changed areas) from the land use investigation, and change detection data from the Construction and Planning Agency, Ministry of Interior.
  • Upgrade the results of Taiwan Electronic Map continuously.

Benefit

The benefit of this project is building the Taiwan Electronic Map which is core map data of NGIS. It is also providing the essentially basic information which serves as the infrastructure of national constructions, and facilitating the sustainable development of the land.

The benefits carried by this project include the integration of requirements from government units as well. As a result, an integral Taiwan area digital map with nationwide coverage, commonality, consistency, and regular updating, can be accomplished. The map data offers both latest orthophoto image and vector layer data. Thus, the requirements of national planning, restoration, disaster prevention and relief, etc. could be satisfied. Eventually, the project could reach the goals of sharing data, saving money, and avoiding waste of duplicate investments.

Furthermore, this project could lower the cost and shorten the duration of building essential base map, so as to establish the mechanism of data updating, maintain the availability of contents, and lead to sustainable utilization.
